To me, 'monitoring' and 'management' have different meanings. 

For instance, one aspect of a centrally managed system might be the ability to 
change configuration scripts on one machine and have all the other servers in 
the network get updated. On the other hand, a monitoring feature might be the 
ability to detect whether a particular service is running remotely. So 
management is more to do with machine configurations and monitoring is more to 
do with getting information about running machines in real time. Of course 
monitoring is also about management, but not 'configuration management' 
specifically.
